Agricultural Marketing Service Establishes New Fee Schedule

Effective October 25, the Agricultural Marketing Service (AMS) will begin using a separate user-fee schedule for the Quality Systems Verification Programs (QSVP). AMS will also increase the range of the QSVP to include all agricultural products and services under the Livestock and Seed (LS) Program.

QSVP user-fees were previously based on the approved hourly rate established by the Meat Grading and Certification branch for meat grading and certification services. However, after the original program development phase, LS Program management performed a cost analysis of QSVP services and determined that the existing hourly rate did not adequately cover the cost of providing auditing services. The LS program considered other options to creating a separate user-fee for QSVP services, but found none were satisfactory.

QSVP are a collection of voluntary, audit-based, user-fee programs authorized under the Agricultural Marketing Act of 1946. QSVP facilitate the global marketing and trade of products and provide consumers the ability to distinguish between specific characteristics involved in the production and processing of agricultural products. They also work to ensure that products consistently meet program requirements.
