Canada Takes First Step Toward Ratifying Trade Deal With U.S. and Mexico.

Canadian Foreign Minister Chrystia Freeland introduced a "ways and means" motion in the House of Commons on Monday, a first step toward ratifying the U.S.-Mexico-Canada Agreement (USMCA). The procedural motion came three days ahead of Vice President Mike Pence's visit to Ottawa, where he is scheduled to meet Canadian Prime Minister Justin Trudeau to discuss advancing the agreement. The U.S. agreed on May 17 to lift tariffs on steel and aluminum imports from Canada and Mexico, which cleared major obstacles for lawmakers in all three countries to support USMCA ratification. U.S. Democratic lawmakers, however, remain concerned about several provisions in the USMCA, particularly regarding enforcement, which could complicate ratification of the agreement in the U.S. Congress.
