The Agricultural Marketing Service (AMS) updated its Master Solicitation for Commodity Procurements - Domestic Programs (MSCP-D) for 2019. Updates include changing the title of the Master Solicitaiton to add "Domestic Programs (MSCP-D)" to differentiate from the AMS Master Solicitation for International Food Aid Programs and changing references for "Commodity Procurement Staff" to "Commodity Procurement Program." Updates to specific contract clauses and solicitation provisions are summarized in tables at the beginning of the document. The Master Solicitation is used by AMS to provide contract clauses and solicitation provisions applicable to the solicitation of bids and award of contracts for various commodities for use in domestic food distribution programs, such as the National School Lunch Program, Commodity Supplemental Food Program, Food Distribution Program on Indian Reservations and The Emergency Food Assistance programs. The Master Solicitation also provides general guidance to potential bidders and offerors.
