The Senate tonight will begin debate on a second spending package, which combines four appropriations bills for federal programs in fiscal 2019: agriculture, transportation-HUD, financial services and interior-environment. The Senate's USDA-FDA bill includes nearly $122 billion in mandatory spending, which is $6.1 billion above President Donald Trump's budget request. The bill also would authorize more than $23 billion in discretionary spending — $225 million above fiscal 2018 enacted levels.
