White House Publishes Draft Statement Outlining TPP Implementation

(North American Meat Institute)President Obama recently submitted a draft Statement of Administrative Action to Congress, notifying members of his intention to present legislation to implement the Trans-Pacific Partnership (TPP) trade deal. The statement details the statutory changes and administrative action necessary to implement the TPP, a trade agreement involving 12 countries that account for 40 percent of the global economy. The submission of the draft statement establishes a 30-day minimum before the administration can present final TPP implementation legislation, as required by the trade promotion authority bill passed last year. While the White House is not likely to submit final implementing legislation until after the presidential election in November, the draft statement signals President Obama's plans to pursue TPP ratification in the lame duck session of Congress. President Obama and several cabinet members are expected to promote the agreement at events throughout September as part of a final push to encourage a vote in Congress.
