The House Committee on Transportation and Infrastructure last week unanimously approved H.R. 3763, the Surface Transportation Reauthorization and Reform (STRR) Act of 2015. The STRR Act, introduced by Reps. Bill Shuster (R-PA), Peter DeFazio (D-OR) and Sam Graves (R-MO), and Del. Eleanor Holmes Norton (D-DC), reauthorizes the federal surface transportation system for six years and provides certainty for critical transportation infrastructure projects. The bill also extends the deadline for railroads to implement Positive Train Control technology, creates a Nationally Significant Freight and Highway Projects program for large-scale projects, and encourages the installation of vehicle-to-infrastructure equipment to reduce congestion and improve safety. The Meat Institute has signed onto several letters supporting the extension to the implementation deadline for Positive Train Control, which, with its inclusion in the bill, avoids a disruption of freight rail service for agricultural commodities and other product shipments. The final bill is expected to move to a vote on the House floor in the near future.
