USDA's Food Safety and Inspection Service (FSIS) issued a notice informing import inspection personnel of their responsibilities when an importer of record (IOR) fails to provide prior notification to FSIS of a shipment for import. Specifically, the notice states that IORs are required to submit import inspection applications to FSIS by the time the import is filed with Customs and Border Protection. The notice also outlines the enforcement action associated with imports that are not presented to FSIS for re-inspection, referred to as "failure to present."
