FSIS Releases Costs and Benefits of STEC Testing

USDA’s Food Safety and Inspection Service (FSIS) published in the Federal Register its analysis of the estimated costs and benefits associated with implementing non-O157 STEC testing on beef manufacturing trimmings, and the costs and benefits associated with expanding its non-O157 STEC testing to include raw ground beef components and ground product. The cost-benefit analysis finds that current testing of beef manufacturing trimmings costs approximately $1.37 million, while expanded testing is projected to cost an additional $1 million. FSIS found that the principle benefits of non-O157 STEC testing include reduced illnesses and deaths, reduced outbreak-related recalls and improved business practices. FSIS was unable, however, to quantify the benefits of expanded STEC testing. The notice also contained the Pathogen Control in Beef Summary Results .

Public comments are encouraged and due by January 20, 2015. Once the comment period officially closes, FSIS will finalize its analysis of STEC testing for beef manufacturing trimmings and will determine if it is appropriate to expand testing to include other ground beef components.
