USDA’s Food Safety and Inspection Service (FSIS) published a directive providing instructions to FSIS personnel for making initial determinations of equivalence regarding foreign food safety systems. The directive outlines the roles and responsibilities of FSIS personnel when conducting initial equivalence reviews and on-site equivalence audits, and describes the reporting processes of equivalence review and audit findings. The directive also provides general information on notice and comment rulemaking following an initial determination of equivalence and identifies the requirements and tasks associated with the reinstatement of foreign country equivalence.
