Working with legal experts, the team must make a clear determination of the degree to which it is liable for the crisis and its legal obligations in responding to the crisis. The specifics of the crisis should be reviewed against reference materials readied for the crisis management plan. Additional legal resources should be sought as necessary.

Legal advisors should remain involved as a specific plan is developed to fix the problem and to communicate with a variety of audiences. AMI legal and regulatory staff also can be immensely helpful in this exercise.
