Hyde-Smith Proposes Cell-Based Meat Legislation. Sen. Cindy Hyde-Smith (R-MS) introduced legislation to clarify oversight and jurisdiction for the regulation, inspection, and labeling of cell-based meat and poultry. The legislation would codify a previous agreement between USDA's Food Safety and Inspection Service (FSIS) and the Food and Drug Administration (FDA).

In March, the agencies signed a formal agreement outlining a joint regulatory framework for cell-based meat. The agreement states, however, that it "does not create binding, enforceable obligations against either agency" and that it is subject to "the availability of personnel, resources and funds."

The Cell-Cultured Meat & Poultry Regulation Act of 2019 ( S. 1056 ) amends the Federal Meat Inspection Act and the Poultry Products Inspection Act to place jurisdiction of inspection, regulation and labeling of cell-cultured meat products to USDA. Whereas FDA will be responsible for cell collection, cell banks and cell growth and differentiation, and will then transition oversight authority to USDA at the beginning of the cell harvest stage.

The bill has been referred to the Senate Agriculture Committee for consideration.
